The activities may take place based on deskwork, or within a workshop where expert groups define a high-level goal. The goal is then connected to more specific second-level goals and to the possible means with which these could be achieved, and thus the third-level goals associated with these, and so on. The eventual result is a detailed diagram resembling a plant’s root structure or an inverted tree. A relevance tree may be constructed so as to indicate the set of steps and stages required to bring about a desired end result. Logic diagrams are often employed in evaluation work, where they relate the various activities that are being evaluated to the criteria in terms of which the evaluation is to take place.
