Origin
In the late 1990s, international economic competition grew fiercer and it had already become an important task for governments to greatly support the industrial technology, promote the development of emerging industries characterized by high technology, and strengthen the international competitiveness of industries. To launch technology foresight and focus on the development of key fields and key technologies had already become an important policy approach of developed countries and emerging industrialized countries. In order to concentrate on the development of industrial technologies, especially new and high technologies, promote the technological innovation, strengthen China’s S&T competitiveness and industrial competitiveness, improve China’s comprehensive national strength substantially, the MOST decided to implement the national technology foresight and key technology selection, and started to conduct the ’technology foresight of national key fields’ research in 1977.
