Expert Panels

Nature of the method: Qualitative Methods

Expert Panels are groups of people dedicated to analysing and combining their knowledge concerning a given area of interest.

They can be local, regional, national or international. Panels are typically organised to bring together “legitimate” expertise, but can also attempt to include creative, imaginative and visionary perspectives. In many foresight programmes, when influence on decision-making is involved, panels are also expected to impact on the environment (disseminating results, building networks and/or reaching commitments). Methods like focused discussions and brainstorming are popular with panels; however thematic panels (e.g. biotechnology or nanotechnology) often use semi-quantitative methods like polling, Delphi and structural analysis, among others. Typical panel activities include: creating of networks and empowering existing ones; developing strategic intelligence; relating studies to much wider constituencies; diffusing results via blueprints, white papers, publications, declarations, and interviews; establishing priorities; and designing follow-up actions.
