The Road to Zero
The Road to Zero Coalition of 1000+ member organizations is chaired by the National Safety Council in the U.S. The membership ranges from auto manufacturer organizations, insurers, civil society groups, advocacy organizations to professional associations and one-issue lobbies. They sought to find a path whereby the number of annual U.S. traffic deaths in 2050 could be brought to zero. RAND Corporation framed, designed and conducted a participatory foresight exercise as the principal means for achieving the desired goal. It consisted of a phased series of workshops over six months to assist the Coalition in framing a specific course of action pathway while accounting for uncertainties and potential surprises. The result was adopted by the Coalition as their principle mission statement and tool for policy engagement.
